If the stress is higher than ultimate strength in Response Spectrum Analysis, does this mean that the component may break or yield?

Response spectrum provides the Maximum possible stress that the structure can experience during the entire transient event that is represented by input response spectrum. It is unlikely that all modal maxima will act simultaneously and be of same sign, so in realty stress is probably smaller than predicted in response spectrum, so stress higher than ultimate strength in response spectrum does not necessarily mean the component will fail.
