On setting the time larger than 1, how does time effect the total load applied, would the load be scaled to 4x at time=4?

The value used for time in a static analysis has no effect other than differentiating the load steps. In a transient analysis, time dependent loads like velocity and acceleration do include time effects. The value of time is never used to scale a load in static analysis. But it will increase the momentum applied to the model in transient analysis. In the substep calculations. the change in time over a load step is used.
