Is it possible to perform submodeling using only the .rst file from a “coarse” model (i.e., no coarse.db)?

Yes. You could read the .rst file in Mechanical APDL and then export a .CDB file. You could then import the .CDB via External Model to create the full model in Mechanical. Note that the /UNITS command should be written to the .rst file or specified while in Mechanical APDL prior to writing out the .cdb file in order to specify the proper units of the model.
