      No, for FLUID116 the thermal boundary condition of flow rate is only supported for tabular loads with TIME as the primary variable. See Table 2.11 in the Thermal Analysis Guide or this ANSYS Help link: help/ans_the/Hlp_G_THE2_6.html#thetabbctlm6700
