Upgrade Ansys License Manager from Release 2022 R1 to 2024 R2 Fails.

  The upgrade purports to be successful, but the resulting web page is dead. The frames are there, but none of the active fields have content, there is no Start/Stop button. The server continues running the old daemon and clients can check out licenses, but the managment interface is blank.
  
  I manually shut down all Ansys related services before the upgrade, and even deleted them to make sure they were not running. OS is Windows Server 2019.
  
  The server is a VM, so I restored snapshots after each upgrade attempt, getting me back to normal operation. But, my users can't access 2024 versions of Ansys until I get the vendor daemon upgraded.
