If I have *CONTACT_AUTOMATIC_SINGLE_SURFACE defined for every part in my whole problem and a one TIEBREAK contact that is allowed to behave like a surface to surface contact after breaking, i.e.,

Will the constant stiffness be additive since both contact definitions would be applied when the no longer bonded materials come back into contact with each other?

In general, contacts are additive and I would assume that's true in this particular situation. If it's rational to exclude at least one of the two parts which are involved in the TIEBREAK contact from the AUTOMATIC_SINGLE_SURFACE contact, I would suggest doing so.
