      This is a limitation in R2019-R3 and earlier releases that has been addressed starting in R2020-R1. The workaround in earlier releases is to create individual response constraints applied each environment. Then you can plot the convergence history for each. Note: This is just a solution tracking limitation. The result will be same in R2019-R3 regardless if a single response constraint is apply to multiple enviroments or if multiple (and identical) response constraints are applied to each environment individually.
