Try the following: 1) If you have multiple displays, check if the menu displays on another monitor. 2) Try using a shortcut to move windows on to another display: Hold down the ALT and spacebar keys. Select Move, then press the arrow keys on the keyboard or move the mouse to bring the panel back into your preferred display. 3) Clear your user configuration files.
