Why the surface mesh is of bad quality?

  I'm trying to mesh a rectangular duct like structure that has one face curved and other as flat surafces. I'm using ICEM CFD and trying to make a block-structured hex mesh, but the quality of elements on the surface are quite poor.
  
  What can be the reason for it?

  Is it surface mesh or volume mesh?
  Make sure that you also assign faces.
  Insert image of the premesh.
  What quality criteria you are using?
  If geometry is simple, please check if you can use Ansys Meshing.
