You should inspect the locations where stair-stepping is occuring and evaluate if the mesh is acceptable, but considering the fact that you have 3 stair-stepping locations on a 2M cell mesh of good quality, it may not be an issue for you.

It usually means that the inflation layers didn't fit somewhere so some cell layers have been omitted. So whilst the bulk of your inflation zone has 8 cell layers some regions will have 7 layers or fewer. Depending on where the cells are it probably won't cause any problems, and the ortho quality is good.
