Update ANSYS mesh after part transform

      Hello,

I am simulating a blade of a propeller at various angles of attack. For this I have 3 domains. The outer static domain, an inner rotating cylindrical domain, and the innermost domain which enclose the single blade. The innermost domain is rotationally symmetric about the y axis(along the blade's pitch axis).

Hello I understand what you need, but because you are transforming (in your case, rotating) just one domain of your entire mesh (keeping the outer domain mesh the same), your blades will lose the original mesh connectivity with the outer domain after the transform operation. Because of this loss in connectivity, the meshing tool would need to perform a remesh operation, unfortunately. What you are suggesting can be done only if you were transforming (rotating or translating) the entire geometry (or mesh) and you can do this directly in Fluent.
I hope this answers your question.

There is no loss of connectivity because the inner domain topology is not shared with the middle domain. It is set to just rotate. I was wondering if there is some API call which will trigger the domain to rotate and save the transformed domain in the .msh file.

As I understand, you have meshed all three domains. The mesh in nonconformal. Correct me if I am wrong.
In this case, there are couple of options.
You can take mesh to Fluent. Then rotate inner domain in Fluent itself. (I assume you are rotating entire inner domain).
You can create inner domain mesh in one component in WB. Create other two domain mesh in another component. Then connect them to Fluent component.
      Hope this helps.
