Hello! I get the same error. I am running Fluent in serial and I'm not using any UDF. I am dealing with the analysis of wind turbine. There are two fluid domains one is stationary and other is rotating. I have tried it on parallel as well but the same problem occurs. Happens whether I use hybrid initialization or standard. I don't know why there is memory error as well because my system specs are 16 GB RAM, more than 400 GB in working directory and more than 100 GB in C\:. I am using ANSYS 19.2.

How many cells have you got? That looks like you're trying to model something that's too big for the system RAM.
