I am doing 2D analisys of turbine. i found a good mesh structure from literature as i post below. i am wondering how to do meshing like that, the decrease of the fix domain's mesh size towards the rotating domain (red arrow). what method should i use?

Try using Ansys meshing and local sizing along it. You can split the geometry in two or more parts to apply the local sizing appropriately.
