After installing the new license file, FlexNet Licensing is not running.

I have the same issue. 

1. old license file installed and server started.... works fine.
2. stop the manager
3. install new license file
4. start the manager...... it starts but then stops after 5 seconds.

flexnet log:

5. so I killed the lmgrd processes and restarted the manager... still stops by itself after five seconds.
6. killed the lmgrd processes again, reinstalled the OLD license file, started the manager...works fine.

Just tried again after some time.

1) regenerated license file from Ansys Licensing website from new entitlement.

2) stopped local license manager

3) installed new license file

4) License manager starts....and then stops by itself after 5 seconds.

5) Install OLD license file.... license manager starts again and stays activated... normal operation.

Does this have anything to do with the new license file start date? It officially starts 08/01/2023.
