I am trying to mesh a structure that has three different sections and I want each to have a different element size, is this possible and what do I need to do to make it.

If the three different sections are separate bodies, then it is very simple to assign a Body Size mesh control for each body.
If the sections are part of a single body, use a Mesh Sizing control on the body with a Sphere of Influence. Each one of those is tied to a coordinate system. Put the origin of each coordinate system at the location where you need it.
