It seems it is the computer software issue, not  FDTD. Suggested solutions:

1: restart the FDTD project files

      2: restart your computer

3: install all the OS updates

      4: reinstall the FDTD software.

Can this problem duplicate for a different fsp file?  or only this file?

if it is only for this file, you can copy all the objects other than FDTD and paste to a newly created project file. and add FDTD again and see if it can work.

We have attempted to restart the FDTD project files and the computer, but the issue persists. The problem is specific to FDTD Lumerical and only occurs on my account when using this windows workstation. When others log into the workstation with their accounts, FDTD runs without any errors.

It seems this is a system bug https://www.auslogics.com/en/articles/windows-10-update-error-0x8000ffff-fixed/

"failed to construct hwtree for collect command," seems also to be related to hardware locality (hwloc) issues that can occur with certain configurations.  Changing the MPI option might resolve this issue.
