      This may be firewall related.
Make sure exceptions are added for:
      C:\Program Files\ANSYS Inc\ANSYS Student\v212\licensingclient\winx64\ansyscl.exe
      C:\Program Files\ANSYS Inc\ANSYS Student\v212\Framework\bin\Win64\AnsysFWW.exe

It still seems like something is blocking communication If you open a Dos command prompt and type in the following, what is returned?
      ping localhost

Open a command prompt by typing in cmd in the serach field

Then when it opens, type in: ping localhost
      C:\TEMP>ping localhost
It should return something similar to:
Pinging Server [127.0.0.1] with 32 bytes of data:
      Reply from 127.0.0.1: bytes=32 time<1ms TTL=128
      Reply from 127.0.0.1: bytes=32 time<1ms TTL=128
      Reply from 127.0.0.1: bytes=32 time<1ms TTL=128
      Reply from 127.0.0.1: bytes=32 time<1ms TTL=128

      Ping statistics for 127.0.0.1:
      Packets: Sent = 4, Received = 4, Lost = 0 (0% loss) Approximate round trip times in milli-seconds:
      Minimum = 0ms, Maximum = 0ms, Average = 0ms

      ping look good.
There has to be something blocking communication on your system.
Do you have any other firewall/virus scanning software installed?
      MacAfee, Norton, Kaspersky...etc?
If you do, add the same exceptions as above.
