The error is as follows:
An unexpected error has occurred: Root element is missing.
System.Xml.XmlException: Root element is missing.
  at System.Xml.XmlTextReaderImpl.Throw(Exception e)
  at System.Xml.XmlTextReaderImpl.ParseDocumentContent()
  at System.Xml.XmlLoader.Load(XmlDocument doc, XmlReader reader, Boolean preserveWhitespace)
  at System.Xml.XmlDocument.Load(XmlReader reader)
  at System.Xml.XmlDocument.Load(String filename)
  at Ansys.Core.Addins.AddinConfigReader.ReadConfigFile(String file)
  at Ansys.Core.Addins.AddinConfigReader.ReadConfigFilesFromAddinsConfiguration()
  at Ans.Program.Runtime.LoadAddins(RuntimeSettings settings)
I've tried changing my region and reinstalling but the issue is not resolved. -

Try to clear the AppData folder and see if it helps. Following is the process-
1. Exit ANSYS
2. from Start > Run
3. Enter %APPDATA%
4. A folder explorer window will open
5. Open the Ansys folder rename the v232 folder to v232_old
6. Launch ANSYS again
