I try to use Academic Research CFD and Structures 2021 R2 on a laptop while the license server is working on another department. In the Client Settings Utility the FlexNet Publisher test works well (green checkmark), but the Flexnet Publisher License Status gives the following answer:

lmgrd is not running: License server machine is down or not responding. (-96,7:11001 "WinSock: Host not found (HOST_NOT_FOUND)")

If you open a dos command prompt and ping the license server by it's hostname, do you receive a response?
You can look at the file:
c:\program files\Ansys Inc\shared files\licensing\ansyslmd.ini
it will show you what the hostname you are trying to connect to.
Also, make sure that firewall exceptions are added for the following on the license server and any firewalls:
Ansys Inc\shared files\licensing\winx64\ansyslmd.exe
Ansys Inc\shared files\licensing\winx64\lmgrd.exe
Ansys Inc\shared files\licensing\winx64\ansysli_server.exe
Ansys Inc\shared files\licensing\winx64\ansysli_client.exe
