  Is the ACT Acoustics Extension available with the student license? If so, where can I download it? Thank you. I am reading the book
  Acoustic Analyses Using
  MATLAB®
  and ANSYS
  which uses this extension

  but please note that this is available till version 19.2 only, for latest versions, these capability have been included as feature in standard software.
