I had the same issue as you (only CDF apps were shown in the Workbench) and I managed to solve the problem. Try running Fluent from the workbench. If you get a license error -88309 then we have the same issue. I am also running windows 11.
This is the post I originally made in the Ansys forum and this is where I solved the issue from the Flexera forums. Hope it helps
