AEDT Student 2025 R2 HFSS license error: Web Licensing 403 and read-only mode

  I installed Ansys Electronics Desktop Student 2025 R2 on Windows.
  The download page says its built-in license is valid until 07/31/2027.
  
  When I open an HFSS design, AEDT reports:
  “Web Licensing checkout call ... electronics3d_gui, hfss_gui failed”
  “Status code 403”
  and opens the design read-only.
  
  I removed a separate Ansys 2026 R1 installation and reinstalled AEDT Student,
  but the error remains. How do I reset AEDT Student to use its built-in license?
