Inlet Behaving like waterfall,How to fix this ?

      I am trying to replicate half filled pipe. I have flow rate of 40 l/s. 

      SImualtion type - Transient , VOF( Open channel) , Primary- AIr, Secondary - Water. For trial i am considering Laminar flow.

      I defined free surface and bottom in Inlet BC. 

      Problem I am facing is my inlet is behaving like a waterfall. How to fix this  ?

      What's holding the water in at the other end?

      There is a pressure outlet on other side. It is a straight pipe.

      There's an open channel outlet too, if you set a uniform pressure there's nothing to hold the water up so it's just flowing out with next to no depth. If the inlet speed isn't sufficient to fill the domain you get what you're seeing.
