How can I deal with the mesh with enough Skew Quality but very low Orthogonal Quality?

hello, this is the last place to find someone to help me.

I want to use overset method of Fluent to calculate rotor naca0012 whth no twist, very simple model. my mesh topology is O-O, tips like below.

I used tecplot to generate mesh and I thought the quality is pretty good. skew is below 0.7 as well as skew in fluent

but in fluent meshing mode when I check quality Orthogonal Quality ,it's below 0.01, and I can't improve that by auto node move.

      Please do help!!!

I'd also be worried about the aspect ratio!  I suspect the problem area is at the end of the axis at the front on the mesh, but I'd be looking to inflate a tet or poly mesh for the volume above.

Thank you vert much, sir.  I 'll try unstruct mesh if it doesn't work.

By the way I really want to know if I can use C-topology or H-topology for overset method. As far as I know, the component zone and background zone have to get similar-size mesh at the overset boundary. So if I don't use O-topology, the very tiny boundary mesh will be exposed, mesh size can't match well.

thank you again, I appreciate it.
