Do I need to model using VOF? I'm having trouble with the combustion, and it's unclear to me if the liquid-> gas transition in the injector is important if I only care about wall temp, and the combustion model is giving me issues when I just set the mass flow rate of Lox.Â

It depends. VOF will be computationally very expensive, so we'd typically use DPM droplets in Fluent.Â
