Not able to achieve the Quad mesh near the bolt holes of a flange model . Kindly advise.

Hello,
The element size at the upper and lower regions of the holes approaches essentially zero. Try modifying the partitions such that there is enough material in the radial direction (in the dark green region where the holes are present).
