How to create Pin Group

  I want to simulate a ceramic chip carrier package RLGC. The die chip will wirebond to this ceramic package. For now there is no components defined on the package yet.
  How to create Pin Groups, if I create/manage pin groups windows is empty?

  It is assumed that this is being tried in SIwave. Pin-Groups can only be created for pins inside a component. Since you do not have any components, as you say, you are seeing the parts list as empty. Kindly construct the layout of your package on the stack-up on the desired layer and then try creating pin group.
