How to evaluate the inlet turbulence intensity to reach expected levels at the boundary layer edge?

A correlation exists to predict the decay of turbulence (represented by turbulent intensity) downstream of an inlet. This correlation depends on the properties of the fluid and the flow velocity. A study of different parameters inside the formula is conducted and flow free-stream velocity appears to be the most influencing parameter on the predicted level of TI.
