Can ICEMCFD be used to generate 9-noded quad element mesh, i.e.: one that is made up of quadratic elements that also have central face nodes?

Yes, ICEMCFD can be used to generate this kind of Quad mesh. To do it, generate the quad mesh as usual then go to Edit Mesh > Convert Mesh Type > Create Mid Side Nodes. Usually this function just generates an extra node at the midpoint of each quad edge, but if you also check off Mid Face node before making the conversion, then you will get a 9-node quad element. The element conversion can further be verified by going to Edit Mesh > Display Mesh Quality. There the element type to be checked will be listed as QUAD_9.
