      Locking components locks more than the physical geometry, but also some attributes/properties. Layers/visibility are a property of the body, and its bodies that get locked, not components. So technically you are changing something on the solid when you change layers. Some people want to lock a body to a layer and this is the way. Please unlock the body to change its layer.
