It seems like DesignModeler is only available if you have the Discovery License.
It's old, legacy CAD software that should honeslty be available with any Mechanical Enterprise/Spaceclaim Licenses by default.

Hi Kyu,
DesignModeler only works with agppi or disco_level1 license.
It won't work with any other alternate license.
