Sharing a licensing manager update error workaround from our user axkeller:
Issue: Upgrading the ANSYS License Manager from Release 18.x to Release 19.1 on a MS Windows OS may result in a failed installation/error that results in an inconsistent version state. After a failed upgrade the ANSYS License Manager Center may errantly indicate version 2019 R1 on the top banner but the underlying licensing component ansysli_server.exe is still version 18.x.
If you experience any errors or a failed installation you may want to review the installer log “C:Program FilesANSYS Incinstall_licconfig.log” for an error like this:
-- ERROR: ansysli_server.exe...Failed to move the following file:
From: C:Program FilesANSYS IncShared FilesLicensingwinx64updateansysli_server.exe
To: C:Program FilesANSYS IncShared FilesLicensingwinx64ansysli_server.exe
Error message: Access is denied.
2019/04/11 00:00:00 ...FATAL ERROR: The licensing configuration cannot continue until this issue is resolved. Exiting.
Work Around: Adjusting security permissions on the directory “C:Program FilesANSYS IncShared FilesLicensingwinx64*” may not address the “Access is denied” condition and you may want to try stopping the ANSYS License Manager services and manually moving the file “C:Program FilesANSYS IncShared FilesLicensingwinx64ansysli_server.exe” out of that directory (don’t delete, just move it). Thereafter you may be able to run the installer and successfully complete the upgrade as the newer file located at “C:Program FilesANSYS IncShared FilesLicensingwinx64updateansysli_server.exe” can be copied to “C:Program FilesANSYS IncShared FilesLicensingwinx64” without error.

Ansys EmployeeJust a bit additional information: Most of the time this is due to the fact that these processes (executable's) were running.
Although ANSYS License Manager installer automatically shuts down the License Manager (if it was running) before installing the new version, there are some occasions, that the attempt to shut down the License Manager failed resulting in inability to replace/update these binaries since they were running. So, the installer simply put the update/newer executable's into the 'update' folder, so that we can manually move it to the right location (winx64) later on.
The best practice is to always manually launch the Task Manager and check that ansysli_server.exe, ansysli_monitor.exe, ansysli_client.exe, lmgrd.exe (from ANSYS), and ansyslmd.exe , are not running , before proceeding with the installation.
