I am trying to model airflow around buildings. And i have created a geometry as shown below:

Suppose I want my geometry to look like this:

Is it possible to rotate just these 2 blocks in fluent?

Yes it can be done,The mesh should be non conformal and parts transformations can be done through manage cell zones options.Otherwise need to make neccessary changes at a CAD level.
