Problem with HPC 2 way FSI setup in command window

I am following the 19.2 oscillating plate command line tutorial and am trying to load my participants inside of the command window but am getting [Errno 2] no such file or directory. Below shows that I ran the cmd line through the folder and opened the system coupling .bat
