If you have case file, please export is as .msh file. Then you can open this .msh file in SpaceClaim. You can refer this .msh file in SpaceClaim to create a new sketch.

You can create a sketch in SpaceClaim then use Pull command to convert it to 3D.

You can use DesignModeler. You will need to create a sketch and use dimensions for the same. Please refer to following video for basics.

It is just 2D sketch. Once you have a sketch, then you can use Extrude or Revolve commands to convert that sketch to 3D.
