Why do you have 2 "model" tabs? Can you make sure, you remove one. Check in project schematic using View -> Files and see if there are multiple scdoc files associated with this analysis system. Make sure you have only one geometry associated with the analysis
Also, see if switching element order helps

Sorry, but SpaceClaim 2023 R2 does not let you create mixed dimension blocking (nor 2024 R1).
You can use assembly mode in workbench. In one system, you can "suppress for physics" or delete the surface bodies, and the other system supress or delete the solid bodies. Combine the Model cells to a downstream Model cell to use assembly mode.
If this is for a CFD analysis, you can use "Mesh" systems rather than Mechanical Model systems.
