what would cause the dynamic relaxation convergece factor to stay 1 without decreasing? And how to solve that?Â

That means the distortional kinetic energy is continuing to increase, perhaps because the applied load is still increasing?  You should ramp up the load with a fairly short ramp time and them hold the load constant.  You should see convergence reduce at some point after the full load is applied.
