  So do i uninstall 2019 R3 ?n

  No, you don't need to. You can if you don't intend to continue using 2019R3. Did you want to just update the license or run the new version? To update the license and continue running 2019R3 you follow the instructions in the link I provided. To use the new version, you can just download it and install it, you can then run it just as you have been running 2019R3.n
