Using the parameters=value style is a shortcut version of the *SET command. *SET allows up to 10 values to be defined at a time. So the values of val after index 10 are all 0, so the 'monotonically increasing' error is thrown. You can use instead:
val(1) = 0.1,0.2,0.3,0.4,0.5,0.52,0.54,0.56,0.58,0.60
val(11) = 0.62,0.64,0.66,0.68,0.70,0.72,0.74,0.76,0.78,0.80
val(21) = 0.82,0.84,0.86,0.88,0.90,0.92,0.94,0.96,0.98,1.0
