How to setup the convergence criteria in convergence manager of ANSYS FLUENT?

I am running an unsteady simulation using ANSYS fluent. Since, the case is transient therefore I need to run the simulation until the solution become steady. In order to find the steady state i am analyzing the mass flow at outlet (inflow mass= outflow mass). In solution report the mass flow at outlet never become constant and keep fluctuating continuously at every time step.

Therefore i am intended to setup the convergence manager for this purpose. For better understanding of my mass flow at the outlet I have attached its report. Please guide me with reference to the attached report that what parameters must I need to use in convergence manager.

The parameters in convergence manager are the default one. I want to know the parameters which are based on my report data

      Thank you in advance.

The stop criterion is linked to a function of the change in value not it's actual value which causes some confusion. If you're seeing that level of flow disturbance on the outlet check the residuals and also flow field to understand why. It's common for monitors to fluctuate, and working out if that's preventing convergence or is part of the flow is part of the simulation process.
