How do you create a region to have smaller mesh size?

  What if I want the red colored mesh to be smaller? I know how to do inflation and edge sizing. I am trying to choose a region in the center of the geometry to be smaller in size but not the whole area including light blue/green/yellow areas. Can you select individual mesh elements to be a certain size?

  you will need to do it in ansys meshing.
