Flexible flaps no action

In the results, the velocity flow limit and pressure velocity distribution are normal, but the structure cannot perform normal flexible motion. The structural material uses a Young's modulus of 5E+07 and a density of 800. It should be able to perform flexible motion. I would like to understand what causes this problem.
