I saw that from version 2024R2 it is also possible in explore mode to set the local mesh and not the global one (tetrahedral or polyhedral mesh).
So I would like to know what changes in terms of mesh management compared to refineRegards

Yes, in Explore for structural and solid thermal simulations, local fidelity can only be assigned to bodies and for fluid flow simulations it can only be assigned to faces. In Refine, you can apply local fidelity to bodies, faces, and edges for all physics types.
In Explore mode now you can also display the mesh when you using local fidelity. Local Fidelity (ansys.com)
In Refine mode, both LiveGX solver and Refine (Fluent Solver) has two new meshing methods available, tetrahedral meshing and polyhedral meshing. For more details you can refer this: Fluid Flow Meshing Methods (ansys.com)
These two new courses will help you understand how to use these new features available in 24.2
