Client ANSLIC_ADMIN utiity-2019 R3

  Dear Team,
  When I try to open Client ANSLIC_ADMIN utiity for 2019 R3, it is just command propmt page blinking and went off and it is not opening.
  But there is no any error page or display appears in the screen.
  Kindly hep me to resolve to this issue.

  When the command prompt disappears, does the ICON for the Client ANSLIC_ADMIN Utility
  exist on the Windows Task Bar?
  If so, hold down the shift button and then right-click on it and choose "Maximize"
  Does this allow it to show up on the screen?
  
  If not, what if, when you start the Utility, you right click on it in the Windows Programs menu and then
  choose "run as administrator". Does that allow it to show up?

  Thanks for your reply.
  My staraight point is Client ANSLIC_ADMIN Utility is not working in the normal user login and also in th eadministrator login.
  Before installing 2023 R1 it was working and after installation of 2023 R1 is not working.
  Could you please help me out. I am unable to see the license status.

  Ansys 2023 R1->ANSYS Licensing Settings 2023 R1?
