I cannot seem to control the bend edge location any more.

Is this an issue related to Windows 11 update?

Hello Macsys Engineering

I tried your file at my end and the bend edge location will work before you create a bend while you are using pull tool for that Sheetmetal edge when bending. The bend options control where bend radii are created in relation to adjacent walls. 

Please refer Pulling Sheet Metal Parts (ansys.com) for more information on this.

Also, the junction in your file is not a bend but a round. I have attached a video which explains how to convert that to Sheetmetal bend.
