ANSYS Student license file exists but no license is viable

Hello,
i installed the ANSYS free student software on 2 of my devices on one of them its running without any problem but the other one has licensing issues. i followed excatly the same steps during instalations on both of them ever reinstalled but the Analysis system toolbar is missing. while trying to preffer a license error massege pops up.
Any suggestions how to fix this problem?
