I have experience with two versions of ANSYS licensing: the Student 18.2 version I use in an edX course and a commercial version I use at work.


The Student version does not communicate with a License Server, the license is built into the 18.2 software. 


The Commercial (and I assume the Research) version does communicate as a client with a License Server, which is generally on another machine. It is that other machine where the Server ANSLIC_ADMIN utility is run to setup the license.  You don't run that on your computer running ANSYS, which is called a Client.


You didn't say which type of ANSYS license you are using: Student or Research.
