If you want to take into account the fluid in your simulation, then you should use Ansys Fluent (CFD tool). This tool can algo compute some electromagnetics.

In Maxwell 2D Magnetostatic Solver, the Current Excitation is the total current in the cross-section of an object. So, as you pointed, amps/per turn.
