Not a simple problem. You have a complex physics, which can be done. You potentially have a large variation in length scale (flour grain relative to the wagon) which could make it very computationally expensive. 

Have a look at Fluent-Rocky coupling, Fluent's Eulerian granular model, and compressable flow (only) in Fluent. You may need to rethink the project depending on how much compute you have available. A nozzle into a cup might be a more realistic starting point.
