My suggestion is that once you setup named selections in workbench meshing and then generate surface mesh only. (mesh -> Preview -> surface mesh)

If your surface mesh is generated successfully, export this surface mesh file for Fluent (File > Export > Mesh > Fluent input file)

Now you can read this surface mesh file using Fluent meshing Watertight Geometry Workflow. You can find boundary and cell zones assigned as NS in WB meshing.
